MOORINGS MUST HAVE THE INSPECTION FORM HM 3
COMPLETED AND SIGNED BY AN APPROVED INSPECTOR. THIS FORM DESCRIBES YOUR MOORING TACKLE AND BECOMES A PART OF THIS APPLICATION. HAVE YOUR INSPECTOR CONTACT THE HARBOR MASTER FOR APPROVAL OF LOCATION BEFORE SETTING MOORING.
Mooring tackle must meet or exceed minimum standards as shown on Form HM 2. Current permit decal must be affixed to your mooring buoy immediately after receipt. Winter marker must display your permit number and be visible two feet above water at all times or it may be pulled as a navigation hazard without notice. NO WOODEN MARKERS ALLOWED.
If you would like to put a different vessel on this mooring durning the Renewal process, the first step is to complete this application with the previous vessel information. Once this permit has been approved, go to the My Applications page, click the More button, and click the "Vessel Change Request" option to fill out information about the new vessel. You will be notified when the vessel change request has been approved or rejected.
Annual permits expire on December 31. No mooring may be left unused for more than one year without written permission of the Commission.

I certify that I am the owner of the above-described vessel and I understand that any misrepresentation in this Application may lead to immediate cancellation of mooring permit privileges. I agree to all the terms listed below:
General Statutes in Chapter 444a, Section22a-113r provides inter alia"...no mooring or anchorage shall be placed in the harbor without a permit from the Harbor Master". The East Lyme Town Ordinance under Section 6a(1) states "The Harbor Master must approve the location of all moorings within the East Lyme Harbor Management Area"; also, "It shall be a violation of this Ordinance for any person to place any individual/private or commercial mooring in the Harbor Management Area without a permit from the Harbor Master." Under Section 6g; "All applications for a new mooring permit or renewal of an existing permit shall be accompanied by an appropriate fee as may be established by the Harbor Management Commission and adopted by the Board of Selectmen."
N.B. I understand and agree that proper installation and maintenance of my mooring tackle is my responsibility, and neither minimum standards nor inspection requirements outlined by the Harbor Management Commission can guarantee any vessel's security, especially in severe weather conditions. If this application is approved, I agree to hold harmless the Town of East Lyme, the members of the Harbor Management Commission, the Harbor Master and anyone acting on his behalf, for any personal injury, property damage, or liability of any kind resulting from the location and use of mooring tackle which meets or exceeds the recommended minimum standards.
